Employee Name:
Russell Wilkins
Employee Profile Photo
Title:
Building Technology Advisor
Ministry:
Ministry of Citizens' Services
Background:

Education: Bachelor of Science in Engineering - Electrical (University of New Brunswick);
Masters of Business Administration (St. Mary's, Halifax)
A member of the BC Public Service since: 1998

My Role: I am part of a multi-discipline team of Building Technology Advisors that are subject matter experts for government on building systems. I develop electrical standards for a variety of different public facilities. I also review private sector designs for compliance with the standards and to recommend changes to enhance designs. Providing strategic technical advice on electrical asset replacement and implementation of new technology in buildings are also functions of my position.

Career Path:

After graduating from university, I worked three years as an electrical engineer in a manufacturing plant, followed by nine years as a consulting engineer. During this time I completed my MBA while working full-time. As part of my career development I completed several technical courses and obtained my Registered Communications Distribution Designer and LEED Accredited Professional designations. Prior to joining the public service I worked on various government projects as a consultant.

What I Like Best:

I get involved in a wide variety of public sector projects from offices to Weigh Scales and everything between. I get to influence designs by reviewing project documents and making recommendations to optimize designs for the benefit of the taxpayer. As the subject matter experts for government I am given the opportunity to obtain on-going training in my field. The continual changing requirements of the job and advancements in technology makes the job challenging.

Ideas At Work:

I help ensure cost effective electrical systems are designed for government accommodations. This is accomplished by evaluating the electrical system over there useful life using initial capital cost, operating and maintenance costs. I also provide technical support on the government initiatives around greenhouse gas reduction and energy conservation.

Advice:

Just as important as your theoretical knowledge obtained from a degree in engineering or a diploma in technology, is the experience you bring to the position. A great way to gain experience is to work as a consultant in the private sector or do co-op terms within government. During this time, request more responsible assignments on a variety of projects using a mentor for support. Learning the financial implications of technical decisions would also be beneficial.
